The rule
Group 1: Last syllable in e + る (書く → 書ける). Group 2: Radical + られる (食べる → 食べられる). Irregular: する → できる; 来る → 来られる.

日本語が話せます。
I can speak Japanese.
漢字が読めます。
I can read the Kanjis.
Remember
- 食べる → 食べられる ; 書く → 書ける ; する → できる ; 来る → 来られる.
- The potential verb expresses a capacity or possibility.
In everyday life
漢字が読めます。
I can read Kanji.
今日は行けません。
I can't come today.
Common mistake
Capacity is not a habit: 日本語を話せます means "I can speak Japanese".
